Master Property Owners Association
Royal Ascot Master Property Owners Association (RAMPOA) is constituted as a body corporate in terms of Section 29 of the Land Use Planning Ordinance, No 15 of 1985 in accordance with the conditions imposed by the City of Cape Town when approving in terms of Sections 25(1) and 42 of the Ordinance of the subdivision of Erf 25939 Milnerton came into existence simultaneously with the registration in the Deeds Office of the first of the erven in the subdivision. » Click here to open the RAMPOA constitution.

Functions of RAMPOA
The primary functions of RAMPOA are the following: | |
• | To control all aspects of the design of all buildings, improvements and landscaping within the development. |
• | The maintenance, control and management of the public open spaces, conservation areas and public amenities within the development, subject to clause 11 of the RAMPOA constitution. |
• | The promotion, advancement and protection of the communal and group interests of the members generally in regard to the development. |
• | To enter into service agreements and other necessary agreements with the local authority or any other authority or supplier of services in connection with the development. |
• | To generally do all such things as may be necessary or requisite to give effect to and implement the objects of the Association and to do all such things ancillary or incidental to the objects. |
These functions, however, shall not in any way detract from or relieve the Council or any other authority from any of its duties and obligations or any services which it is required to provide by law to property owners or occupiers of any land or buildings within the development. |
Members of RAMPOA
• | Membership of the Association is compulsory for every registered owner of all rateable property within the development. |
• | Such membership shall commence simultaneously with the registration of transfer of the rateable property into the name of the transferee. |
• | Membership of the Association is limited to the registered owners of rateable property within the development provided that where any such owner is more than one person, all the registered owners of rateable property shall be deemed jointly and severally to be one member of the Association and nominate one owner to represent them and vote at meetings of the Association. |
• | When a member ceases to be the registered owner of rateable property within the development, such person shall ipso facto cease to be a member of the Association. |
Trustee Committee
RAMPOA has a committee of trustees to manage and control the affairs of the Association as set out in clause 17 of the constitution. This committee consists of the following members: | |
• | The City Council appoints 1 trustee and an alternate. |
• | The Environmental Management Committee appoints 1 trustee and an alternate. |
• | Each home owners assocation, body corporate or other property owners association of each residential precinct appoints 1 trustee and an alternate (20 trustees). |
• | The registered owner or owners of Erf 34117 Milnerton appoints 1 trustee and an alternate (Cape Grand China). |
• | The registered owner or owners of Erf 34118 Milnerton appoints 1 trustee and an alternate (Stodels). |
• | The registered owner or owners of Erf 33090 Milnerton appoints 1 trustee and an alternate (The Paddocks). |
• | The registered owner or owners of Erf 34120 Milnerton appoints 1 trustee and an alternate (Eurolux). |
• | The registered owner or owners of Erf 32386 Milnerton appoints 1 trustee and an alternate (Hirsch’s Home Store). |
• | The registered owner or owners of Erf 32279 Milnerton appoints 1 trustee and an alternate (The Village Quarter next to entrance to Ascot Grove). |
General
• | The RAMPOA Trustees in effect functions as a small local council and is basically responsible to ensure the fine living conditions of Royal Ascot. |
• | The Trustees oversee the landscaping of the public areas of the estate and has also appointed a security company to ensure security in the public areas |
